Originally established in 1849 as one of ten public squares donated to the city by John A. Sutter, Jr., the park has undergone several name changes throughout its history, including City Plaza, Plaza Park, and its current designation honoring civil rights leader César Chávez.

The plaza features a central fountain, cross-axial walkways, and circular pathways, elements that have remained from its original 1872 design by John Keating. Tall, old palm trees and native plant landscaping provide a green oasis amidst the surrounding urban environment.
