The park was established in 1951 when Florence Scripps Kellogg donated waterfront property to the City of San Diego. Her donation stipulated that at least 60 percent of the park must always be covered with plantings, helping to maintain its natural character. The park was later expanded in 1987 to mark La Jolla's centennial.

Kellogg Park is divided into two main sections. The southern section, approximately three acres in size, features an oval-shaped lawn surrounded by flowering hedges and shade trees like Monterey cypress. This area includes picnic tables and a children's playground with marine-themed elements. The northern section comprises about two acres of flat lawn space with similar perimeter plantings.

A concrete sidewalk with benches runs along the eastern edge of the park, separating it from the beach. A row of Mexican fan palms lines this pathway, providing shade and a classic California coastal aesthetic. The park's location makes it popular for picnicking, sunbathing, and as a staging area for beachgoers.

The children's playground, located in the southwestern corner of the park, includes unique features like a bronze whale sculpture, interpretive panels about marine life, and a mosaic depicting the adjacent San Diego-La Jolla Underwater Park. These educational elements were added through community efforts to enhance the park's value for visitors.
