Operated by BREC (Recreation and Park Commission for the Parish of East Baton Rouge), this parkway is a vital recreational space with a rich history, having been established in the 1970s and designated as a National Recreation Trail in the 1980s. Its design initially aimed to mitigate the interstate's impact on the surrounding community while providing outdoor leisure opportunities.

It features multiuse trails totaling 8 miles, including the Scotlandville Heart Trail, a 2.5-mile path decorated with heart-shaped art pieces created by local artists and students. Another highlight is the Southern Bluffs Greenway Art Walk, where interpretive art pieces celebrate the culture and history of Southern University and the neighboring community.
