The park serves as a connector between Killeen and the neighboring city of Harker Heights, with a sidewalk along the trail linking the Heritage Oaks trail to Purser park.

Heritage Oaks Park is open to the public daily, with specific rental times available for certain facilities within the park. The rental hours are from 6:00 a.m. to 10:00 a.m. and 4:00 p.m. to 8:00 p.m., Monday through Sunday. There is a fee of $75 for a 4-hour block rental of outdoor facilities, which can be arranged through the city's Parks and Recreation department.
