The park includes several recreational facilities, including a full basketball court and a children's bike park. For skateboarding enthusiasts, Noble E. Young Park houses a skate park that has been one of Tyler's most popular attractions since its dedication in 1998. The skate park includes various obstacles such as a vert ramp, mini-ramps, quarter pipes, and a funbox, all with metal coping edges.

Noble E. Young Park provides ample space for relaxation and gatherings with its covered pavilion, picnic areas, and playground. The park is equipped with two restroom facilities for visitor convenience. Additionally, an outdoor workout gym is available for those looking to exercise in the open air.
