Open daily from 6 a.m. to 11 p.m., the park occupies the site of the former Franklin School, which was originally built in 1921. The school served students until 1981 and was later repurposed by the U.S. Navy and Fort Wayne Police Department before being demolished in 2016. The remaining entrance arches from the school were preserved and incorporated into the park's design, adding a historical touch to its modern amenities.
The park features several elements designed for family-friendly activities and gatherings. A central highlight is the David Hefner Pavilion, which includes family restrooms, a kitchen, and a multipurpose room, making it suitable for year-round use. The pavilion is equipped with heating and air conditioning and complements a nearby concrete patio with seating walls and shaded areas. A splash pad operates seasonally from 9 a.m. to 9 p.m., providing a fun and cooling recreational option for children during warmer months.
The park's layout also includes a trail around open green spaces, encouraging walking and outdoor activities. The site offers a blend of leisure and functionality, including playground equipment, swings, and seating areas.
