Donated to the City of Shreveport by the Southwestern Electric Power Company, the park is perched atop a naturally formed bluff with an elevation of 222 feet at the southern edge, descending steeply to 172 feet at its northern boundary. This dramatic 50-foot grade change over 340 feet is notable for northwestern Louisiana's typically flat topography. Sweeping views from the park include a glimpse of Twelve Mile Bayou's riparian landscape, creating a tranquil setting that shields visitors from the nearby industrial areas.

The park's position and rich history are significant. The bluff played a role in Civil War defenses and later became a community resource in the 20th century, supported by investments like the installation of playground equipment and a basketball court.
