Formerly known as Lancaster City Park, it was renamed in 2016 to honor Sergeant Steve Owen, a Los Angeles County Sheriff's Department officer who tragically lost his life in the line of duty that year.

The park is centrally situated adjacent to Highway 14, between Avenues K and L, making it easily accessible to residents and visitors alike.
