The park is named after Donald A. Pugnetti and is owned by the Washington State Department of Transportation, though it is maintained by the City of Tacoma. It features landscaping and seating areas for visitors to relax and enjoy the surroundings.
21st Street Park has served as a gathering place for various community events and demonstrations over the years. In 2011-2012, it was the site of an Occupy Wall Street encampment. More recently in 2020, the park hosted protesters who gathered to voice their concerns about the murder of George Floyd.
